1A. The lines segments will form a triangle if the sum of two of them is greater than the third.

1B. No, because it would just be rotation symmetry and congruent to the first.

2A. if any of the three line segments added up to equal more than the last line segment, it could work.
2B. Yes, with any 4 line segments you can build unlimited number of quadrilaterals, because they can be changed to have different angles.

They are useful because they area the only rigid shape to make it stable. A quadrilateral isn’t rigid because you can change the sizes.
